Weekly workshop to start work on a killswitch for rtp-gcp.org.  Basically we are going to implement a billing alert which triggers pub/sub, use it as a trigger for cloud function to disable billing on the project so that resources are turned off and charges are cut.  This is to avoid unexpected charges.
